The programme is devoted to the key changes in public procurement in the Republic of Kazakhstan in 2026 and the practical application of the new requirements at all stages of the procurement process — from planning to fulfilling the contract.
Participants will examine the updated rules for forming and posting procurement plans, applying the National Catalogue of Goods (NCT) and UNSTRU codes, and new qualification requirements and restrictions for potential suppliers. Special attention is paid to changes in the main procurement methods: open tender, electronic auction, request for price quotations, single-source procurement and procurement through the electronic store.
The practical part of the course includes a step-by-step walkthrough of the electronic tender on the goszakup.gov.kz portal: preparing the technical specification and application, document requirements, grounds for rejection, conditional discounts, anti-dumping measures, summing up results and appealing outcomes.
A separate block is devoted to new support measures for domestic producers, changes to delivery, payment and advance-payment terms, and contractual work, desk control and the liability of public procurement participants.
The course will make it possible to systematise the 2026 changes, understand the most contentious points of the legislation and reduce the risk of mistakes, rejected applications, fines and being recognised as an unscrupulous public procurement participant.
